Profesionālās izcilības centri (PIA=COVE) ir sadarbības iniciatīvas, kas apvieno izglītības un apmācības sniedzējus, nozares pārstāvjus, valsts iestādes un citas ieinteresētās personas, lai nodrošinātu augstas kvalitātes profesionālo izglītību un apmācību (VET). H2VE ietvaros COVE darbojas kā reģionālie inovāciju dzinējspēki, saskaņojot izglītības piedāvājumus ar mainīgajām ūdeņraža nozares prasībām un veicinot ciešu saikni starp apmācību un nodarbinātību.

PIA apvienības (CoVEs) ir vairāk nekā tikai apmācību sniedzēji — tās ir reģionāli inovāciju un sadarbības centri. No tradicionālajām profesionālās izglītības un apmācības apvienībām tās atšķir integrētā pieeja, kas savieno izglītību, rūpniecību, pētniecību un sabiedrisko politiku, lai risinātu reālās pasaules prasmju vajadzības un veicinātu ekonomisko pārveidi
Multi-stakeholder partnerships: CoVEs bring together vocational education providers, companies, public authorities and research institutions to co-design and co-deliver training programs that are directly aligned with local and sectoral needs.
